The Cost of D-Block: UHF T-Band Spectrum

H.R. 3630 does many great things for Public Safety, including allocating D-block, securing $7 billion in funding, allowing Public Safety input in development of the network, and ensuring governance managed by an independent First Responders Network Authority. 

And what about the hundreds of agencies operating on UHF T-band frequencies?  They're out of luck, it seems. 

There was some concern about Public Safety having to abandon the 700 MHz spectrum currently occupied, but that relocation has not been mandated.  UHF T-band users (operating between 470-512 MHz), however, have been given 11 years to vacate.

This means system, licensing, procurement, and funding issues for Public Safety.  In other words, here we go again.
